I think even though you disable to elvui castbar there is still an option that says disable blizzard castbar which is ticked from default so you don't have two cast bars. You might need to disable this and then disable the elvui castbar. I'm at a work pc and can't check this, so just going from memory.I said you can turn off what you dont like.
